At a wedding at Mahak Tala Farms, UPSC coach Vikas Dhayal said that IPS trainee Rahul Balhara hit him on the head with a whiskey glass, causing him to collapse.
Dhayal wrote, “This is what one year of IPS training teaches you: getting drunk on power, assaulting people without consequence.”
The fight broke out between a 2023-batch trainee Indian Police Service (IPS) officer and a Union Public Service Commission (UPSC) coach at a wedding in southwest Delhi’s Kapashera area on December 6.
Civil services instructor Vikas Dhayal, who lives in Rajendra Nagar, revealed that the trainee officer hit him on the head with a glass.
Balhara and Dhayal had known each other since their college days, and Balhara had allegedly assaulted other people on multiple occasions even before being selected as an IPS officer.

Rahul Balhara who is a Hindu Jat of the EWS is a resident of the Bahu Akbarpur village in the Rohtak district of Haryana and had been continuously studying in UP for the last 5 years.
Rahul who is an IPS of the 2023 batch had secured the 494th rank in the 2022 UPSC CSE in what his sixth attempt. Rahul’s father Vijay Balhara is is a farmer with just one and a half acres of land. He also worked as a labourer to educate his children. Rahul had attended Levelup IAS for his coaching. He is a probable candidate in the Indian Police Service Cadre in Tripura and is currently undergoing his training.
While his DOB isn’t known, he is aged between 25-35 years.

Vikas Dhayal claimed that Rahul Balhara had attacked him with a glass during a wedding ceremony in Kapashera, Delhi. Dhayal posted a posting on X claiming that Balhara had slammed a tumbler of alcohol on his head for amusement. After the 10:50 p.m. attack, Dhayal was taken to a hospital in Gurugram, but he said that the local authorities forced him to do so and resisted him in the sake of justice.

Following all of these events, Vishal made the decision to post about his experience on social media, which attracted attention and stoked public ire. However, no reprisals were taken. Shortly after Vikas’s tweet went viral, Balhara’s purported aide, SI Sachin Deswal, called Vikas to the police station to implicate him in the assault case that Balhara had filed, rather than to hear his complaint.

When he and his pals were summoned to the police station after taking him to the hospital, the harassment intensified. According to reports, he was urged to remove the social media posts and drop the case. Nevertheless, Vikas refused to change his mind and stuck to his guns despite this.
